Hugues Mingarelli is the Managing Director for North Africa, Middle East, the Arabian Peninsula, Iran and Iraq at the European External Action Service

He joined the European Commission in 1982 as Administrator of the Audit of Structural Funds and European Development Fund. From 2000 to 2002 he worked as Director of the European Agency for Reconstruction (Management of EU Assistance to Kosovo, Serbia, Montenegro and Former Yugoslav Republic of Macedonia - FYROM). From 1990 he has worked at the Directorate General for External Relations (RELEX) successively as Head of Unit for the New Independent States (1990-1999), Director for Eastern Europe, Caucasus and Central Asia (2002-2007), Director for Middle East and South Mediterranean (2007-2007) and Deputy Director-General for Eastern Europe, Caucasus, Central Asia, North Africa, Middle East for the European Neighbourhood Policy (2007-2010).
