After a Doctorate and a Postgraduate Diploma at the Institut d’Études Politiques de Paris, Luc Lévy joined the French Ministry of Foreign and European Affairs.
 
He was successively Cultural Counsellor in Belgrade (91-98), Director of the French Institute in Moscow (98-2001), adviser at the Centre d’analyse et de prospective from 2001 to 2003 and Cultural Counsellor in Riga (2003-2007). From 2007-2008, he was Head of the Division of Books and Writing at the French Ministry of Foreign and European Affairs, and from 2008 to 2011, Project Manager within its Department of Studies and Research. His expertise on Central Europe, the Balkans and Russia led him to organise meetings and seminars at the Ministry, and to edit publications promoting specific issues around the memorial and reconciliation process.
 
Since 2011, Luc Lévy has been on secondment from the Ministry of Foreign and European Affairs to the Shoah Memorial, where he is Head of International Relations.
